Terrorism has been a source to fear for decades, often carried out by placement of bombs in crowded locations, or bombs carried on a person into crowded areas.

In the recent years, simpler methods have been used, basically using heavy vehicles, driving them straight into a crowd.

Many locations where people frequently would gather in high numbers can be protected by such threats by concrete blocks, large rocks etc., thereby blocking the path or at least slowing the vehicles down.

However, the air is still open for more sophisticated threats.

While drones, even when not carrying any explosives, they may still create panic in a crowd which still could cause severe consequences. And obviously, if drones do carry explosives as seen in military contexts it would be a disaster.
